Given the proximity of the park just behind her with a large pond looking area according to google maps she’s probably fond of feeding the local ducks, who knows! Perhaps its a heist by the pigeons as she’s being ganged up on. Given the eccentric nature of Ukraines population i’d be willing to guess she’s feeding the local pigeons of whats left of the duck food as she waits for her bus home
