Even though there's only a few motorbikes a trio squadron of motorbikes they can effectively quarden off a large area street very quickly and effectively even making it apparent to many there's an emergency taking place with such few in the police convoy is rather impressive.

Two black motorcycle helmets sitting next to them appear to be the perpetrators it's not like Brazilian motorbike robbers to be using helmets a majority of the time they won't have helmets, the Brazilian police are fantastic at pursuits on off road vehicles themselves so robbers look for any advantage above them, not wearing helmets comes with it's risks it just means robbers will have more situational awareness without them which can help them on their escapades

Amazing that all the surrounding traffic are all aware of what's going on as Police in Brazil with only a few motorbikes can make their presence known on such a large perimeter.

It appears from the Panorama360s the cop is in the process of taking the keys from the motorcycle so the arrest must have just happened as this is normally the first process during the arrest is to seize the keys.

Brazil cops take their jobs seriously fun, chasing down high way thieves with their own hi-tech dirt-bikes. This was Brazil so you know there was a Helicopter whizzing & blasting somewhere above with special-forces doing some over the top stunts in zip-lines, their emblem isn't skull&crossbones for nothing

Cops in Brazil are constantly suspicious of these vehicles they are popular with Brazilian hitmen, so much suspicion that there's a cop car following this very motorcycle
